Chair, I hereby move without notice:
That the Council -
1) notes with shock the statements by the leader of the Democratic Alliance that the state should not pay for people that in her words "irresponsibly contract HIV/Aids";
2) notes that she further said that people who have unprotected sex without disclosing their status should be criminally charged;
3) further notes that Helen Zille had again repeated this irresponsible statement last week;
4) also notes that these statements have been widely condemned by many civil society organisations such as the Social Justice Coalition;
5) condemns these draconian and backward statements by the leader of the Democratic Alliance and wants to remind her that access to health care is a constitutional right of all South Africans;
6) acknowledges that this is an attack against the poor no matter how they contracted HIV, as people with no money will be unable to access health care and those who depend on public services will be punished; and
7) calls on Helen Zille to desist from making irresponsible and decadent statements as people living with HIV already suffer stigmatisation and discrimination and that her call for criminalisation will further rob them of their dignity.
The motion is not agreed to. The motion without notice will become a notice of motion.
