Chairperson, I move without notice:
That the Council -
1) notes with utter dismay and profound sadness that two young girls were brutally attacked by their neighbour at their home on Friday night, 16 September 2011, in Grabouw in the Western Cape;
2) further notes that the man entered the house through a back window, brandishing a hammer, turned up the music that had been playing in the room so that no one would hear the girls scream and then began choking the 12-year old, stabbed her three times and hit her with a hammer, that an 8-year old was also hit with a hammer and died, and that both girls are believed to have been raped;
3) takes this opportunity to condemn in the harshest possible terms this senseless and brutal attack;
4) wishes the 12-year old girl, who is in hospital, a speedy recovery and also conveys its sincere condolences to the family on losing their 8-year old girl in such a horrific way; and
5) applauds the police on the arrest of a 22-year old man within six hours of the incident.
