Speaker, I moved without notice:
That the House -
(1) notes that the University of the Western Cape (UWC) hosted the Civil Society Conference on South Africa's Legislatures from 13 to 15 August 2012 in Cape Town;
(2) further notes that the conference furthers the social dialogue initiated by President Jacob Zuma on 4 to 5 July 2012 on the overall theme of the conference entitled "People's Power, People's Parliament", explored ways in which civil society can effectively engage with Parliament, and how to ensure that legislatures truly represent the interests of the people;
(3) acknowledges that one of the key objectives of this conference was to open a constructive dialogue between Parliament and civil society on issues such as representativity, accountability and legitimacy;
(4) recognises that it is through collective civil society engagement with Parliament as an institution that we can build citizen and public ''ownership'' of the legislatures as key institutions of our democracy;
(5) congratulates Prof Nico Steytler of UWC for the initiative and wishes that other tertiary institutions will emulate the UWC; and
(6) calls on all citizens to become more active and to play a decisive role in the governance of the country.
