Chairperson, I move without notice:
That the Council - 1) notes the announcement by the governance and ministerial cluster to launch a library service revolution, which is a project intended to allocate over R1,6 billion in conditional grants to build 14 libraries and upgrade 15 libraries across South Africa;
2) further notes that this project will be implemented over a period of three years and intends to create a culture of reading among our people while also ensuring that places like townships and rural areas have well-resourced and accessible libraries; and
3) takes this opportunity to congratulate the cluster Ministers, the Minister of Arts and Culture, Minister Paul Mashatile, and the Minister of Home Affairs, Minister Nkosazana Dlamini-Zuma, for such innovation and determined efforts to bring learning resources closer to our people and break the historical discord of urban and racial bias in the allocation of learning services in South Africa.
