There is no increase in majority; it is a total win. So, there is a big difference between just increasing a small minority to a larger number. Let us talk about winning if it has happened. We have won a by-election where the DA used to govern. [Applause.]
With regard to the issue raised by the hon member concerning water, I want to start by reminding this august House that it was just 18 years ago when we had less than 50% access to water by people in this country. About three years ago we reached 93,7% access to water. However, we acknowledge that we are currently reviving the schemes in Umkhanyakude, and the people of Umkhanyakude know this because we are working with them and the leadership of the province.
We are currently working on a water pipeline from Jozini Dam up to the upper Ulundi areas. An amount of money has been allocated this year to carry through that pipeline. There is a problem of functionality of the infrastructure and we are aware of that. We are working day and night, full steam, to ensure that that infrastructure that is not serviced, is serviced. Watch this space, we are working on Umkhanyakude and it will be in the statistics, because it is part of the statistics. In a short while we'll be able to say that we have delivered.
It is sad to say that in the North West province there is that unspent amount of money. But again, it is not the same as during the UCDP era. We are saying something different. Again, we have exceeded 59% access to sanitation in that province. We accept that we have to work hard. Indeed, there is ... [Interjections.]
