Deputy Speaker, in just over a week, departments will be trying to justify what they have done with the budgets allocated to them in the previous financial year, with passionate pleas for increases in this year's budgets.
One wonders how departments can request more money when RDP houses, built and ready for use, are constantly being demolished due to the shoddiness of the work done. We have seen this happening in the Free State and KwaZulu- Natal. This is an example of wastefulness, which has come to characterise all the three spheres of government. Government departments seem to have lost touch with reality when it comes to understanding the true impact that wasted expenditure has on service delivery. I thank you.
