Somlomo, umama uChristabella Nozuko Diko welali yaseMvenyane, kwisithili saseNtabankulu eMpuma Koloni, wadilikelwa yindlu yakhe abehlala kuyo nabazukulwana bakhe. Idilike kule mimoya neemvula ebezikho ngenyanga yoMqungu kulo nyaka. Uye wanyanzeleka ukuba aye kuxhwarha kokwabo kunye nabazukulwana bakhe. Asinguye yedwa odilikelwe ngumzi, bakho nabanye bale lali.
Ngokwenene, yafika ikomiti yaseNtabankulu ejongene neentlekele, iNtabankulu District Disaster Management Committee. Le komiti yathatha amagama abo bonke ababedilikelwe ngamakhaya abo, nelakhe lalilapho. Emva kwethutyana, ibuyile ikomiti ize kwazisa abantu malunga namanyathelo urhulumente aza kuthi awathathe, ukulungisa loo mizi yonakeleyo.
Umama uDiko wafumanisa ukuba elakhe igama aliveli kolu luhlu oluza kuncediswa kuba kusithiwa yena unayo indawo yokuhlala. Ngelo xesha ke uhlala kokwabo, uxinanisile phaya kokwabo. Xa ezama ukuyiphanda le nto kuye kwacaca ukuba igama lakhe lishiyeke kuba engelilo ilungu lombutho olawulayo i-ANC. Nguye yedwa kolo luhlu olilungu leCope.
Ingxaki ke Somlomo yile yokuba, uMongameli uJacob Zuma ubesandula ukuqinisekisa apha kuthi ePalamente ukuba abantu mabangaphoswa ziinkonzo zikarhulumente kuba bengengawo amalungu e-ANC. Wayesitsho apha uMongameli simphulaphule. Ibali lalo mama libonakalisa mhlophe ukuba loo nto iyenzeka phandl'apha. Ithetha ukuthini ke loo nto? Ukuthetha oku wayeyazi ukuba asikokwenza. [Kwaphela ixesha.] [Welewele.] (Translation of isiXhosa speech follows.)
[Mrs M A A NJOBE (Cope): Hon Speaker, the house of Mrs Christabella Nozuko Diko from Mvenyane village, in Ntabankulu District in the Eastern Cape, which she was sharing with her grandchildren, was destroyed by the strong winds and heavy rains in January this year. She had to move with her grandchildren and temporarily stay at her parents house. She was not the only one; there are others whose houses were also destroyed in the village.
The Ntabankulu District Disaster Management Committee visited the place. The committee wrote down all the names of those whose houses were destroyed, and her name was also in that list. After a while the committee came and reported about the steps that will be taken by the government in order to fix those houses.
Mrs Diko's name was not on the list of those who will be assisted, because it was said that she has a place to stay, whereas she was staying at her parents house, where it was overcrowded. When she tried to find out what has happened, she found out that her name has been left out because she is not an ANC member. She was the only one on that list who was a Cope member.
Hon Speaker, this is a problem, because the hon President Jacob Zuma has recently ensured us here in Parliament that people must not be deprived of government services because of not being members of the ANC. The hon President said that here and we were listening. The story of this woman shows clearly that this is a common practice out there. What does that mean? He knew that speaking is not necessarily equivalent to acting. [Time expired.] [Interjections.]]
