Hon Speaker, I think it is the democratic right of opposition parties to start campaigning. The reason why they start early is because they know they cannot stand in front of the ANC, because the record of the ANC speaks for itself. [Interjections.] There are only two issues that I want to speak to. Let me first address hon Papi Kganare.
Hon Speaker, we as Members of Parliament should have enough integrity to understand that as long as a matter has not been investigated by a court of law, we cannot make insinuations. Reshuffling of any Cabinet by the ANC is correct as and when the ANC feels it needs to redeploy its cadres for any reason. That is for the ANC to decide. If hon Papi Kganare and the DA have any information about the website in the Free State, I think they know that the honourable thing to do is to approach the court. For him to stand here and say that people will vote for the DA or Cope when we know for a fact that they can't even go for 50% he's taking a chance. I thank you. [Applause.]
