1. Report of the Interim Joint Committee on Scrutiny of Delegated Legislation on Regulations and Directives in terms of the Protection from Harassment Act ( No.17 of 2011), dated 22 May 2013.

The Regulations in terms section 19 and the Directives in terms of section 20(1)(b) and section 20(3)(a) of the Protection from Harassment Act ( No.17 of 2011) were referred to the Interim Joint Committee on 11 April 2013.

The Interim Joint Committee on Scrutiny of Delegated Legislation, having deliberated and considered the subject of the said Regulations and Directives reports that the Regulations and Directives comply with the scrutiny criteria as determined by a resolution of both Houses.

2. Report of the Interim Joint Committee on Scrutiny of Delegated Legislation on Alien and Invasive Species Regulations submitted to the NCOP for approval, dated 22 May 2013. The Alien and Invasive Species Regulations submitted to the NCOP for approval in terms of section 8(3) of the National Environmental Management: Biodiversity Act (No.10 of 2004), read with section 146(6) of the Constitution of the Republic of South Africa, were referred to the Interim Joint Committee on 25 February 2013 for consideration and report.

The Interim Joint Committee, having deliberated and considered the subject of the Alien and Invasive Species Regulations, reports as follows:

1. The Regulations comply with the scrutiny criteria as determined by a resolution of both Houses.

2. The Regulations should be referred back to the Minister of Water and Environmental Affairs given that the regulations do not require approval or disapproval by Parliament within the meaning of section 146 of the Constitution of the Republic of South Africa.
