Speaker, in reacting to the statement by the hon Smith regarding the nonpayment of rates and taxes by two DA councillors in Johannesburg, we can only express our deepest concern. [Interjections.] We hope that those allegations are not true and, if they are true, that they will be acted upon speedily. I think it is very worrying that as this House prepares to vote on the Local Government: Municipal Property Rates Amendment Bill this afternoon, there is a party here which is opposing that legislation and which is tolerating massive nonpayment by its councilors. I think that is a cause for great, great concern. Thank you. [Applause.]
