Chair, in South Africa we have an estimated 88 000 households in informal settlements, and 140 000 in informal settlements that still use bucket toilets as a form of sanitation 20 years after we attained democracy in South Africa.
To our shame, a key result from the 2011 census shows that only 46,3% of households in South Africa have access to piped water. To add insult to injury, National Treasury's statistics quarter expenditure report for the 2014-15 financial year reveals that, despite these critical shortcomings, the Department of Water and Sanitation is the worst performing of all national government departments in terms of spending its share of the national Budget.
According to this report, the department has spent only 48,5% of its allocated expenditure for transfers and subsidies. This represents a 10% decline on last year's expenditure for the same period. As the NFP, we believe that the ANC must be held to account for its failure as government to provide this essential service of water and sanitation adequately in time to those who need it most.
As you know, in areas like Bojanala Platinum District Municipality in North West and uMkhanyakude District Municipality, people do not have access to clean water.
