    That the House debates corruption in the distribution of Reconstruction and Development Programme, RDP, houses, specifically in Illovo, in KwaZulu-Natal, where up to R15 000 must be paid over to councillors before the keys to the so-called free houses are released. Mr N J J van R KOORNHOF: Mr Deputy Speaker, I hereby give notice that, at the next sitting of the House, I shall move on behalf of the ANC:

    That the House -

    1) debates whether our banks are functional in respect of -

    a) contributing to building an entrepreneurial business culture; and

    b) funding proper business plans presented to them.
