Hon Yako, thank you very much. We believe that if you look carefully at the location of both Special Economic Zones they are 10 of them now and industrial parks which complement them. They are in many cases in rural areas. I can provide the hon member with a list of them, but what we have done recently is we have done a review of the impact of the Special Economic Zones. We have recognised that some of them have been very successful. The example of Coega and the Dube Trade Port stands out. Some of them have not taken off. An example is the one in Saldanha that was in fact agreed to some five and half years ago and we have not seen significant off take in the Saldanha one.
So, Cabinet has agreed to a new approach to Special Economic Zones. One in which the national government plays more role. Up to now we have left it largely to provinces. They put forward the business case for Special Economic Zones and then we leave it to the province. We now into partner much more, create a project management
