Hon members, before the decision of the question on the Public Investment Corporation Amendment Bill, we would like to clarify questions that members have posed here - that the Public Investment Corporation Amendment Bill in the name of the hon Maynier was classified as a section 75 Bill, an ordinary Bill, not affecting the provinces and not a section 77 Bill, a Money Bill, in other words.
Money Bills deal with the appropriation of money and the imposition of taxes, levies, duties, and surcharges. In terms of the passage of the two Bills on the PIC, section 53 of the Constitution states the following:
1) Except where the Constitution provides otherwise -
a) A majority of the members of the National Assembly must be present before a vote may be taken on a Bill or an amendment to a Bill.
