(1) With regard to South Africa becoming a member of the Brazil, Russia, India and China (BRICS) group, what specific trade benefits will be available for South Africa in terms of (a) imports and (b) exports; (2) whether these countries will be encouraged to balance their exports with more goods imported from South Africa; if not, why not; if so, what is the position is this regard; (3) what special benefits will be available in respect of (a) South African companies investing in these countries and (b) investments in South Africa?

(1) What are the details of the loan to the National Youth Development Agency (NYDA) during the 2009-10 financial year indicating (a) the amount, (b) for which projects, (c) the (i) number and (ii) location of beneficiaries and (d) the targets achieved; (2) what are the details of the NYDA capacity building exercise of 300 cooperative members during the 2009-10 financial year in respect of (a) the total amount paid, (b) which projects, (c) details of beneficiaries and (d) targets achieved?

Whether, with regard to the 7th China Jilin Northeast Asia Investment and Trade Expo that was held on 6 to 11 September 2011, any members of the Progressive Business Forum (PBF) formed part of an official trade delegation of the Government; if not, what is the position in this regard; if so, what are the relevant details?

Whether his department has any plans to address the R23.7 billion trade deficit that has been incurred as a result of the trade between South Africa and China in the 2010-11 financial year; if not, what is the position in this regard; if so, (a) what plans, (b) how will his department address this deficit and (c) how will South Africa’s entry into Brazil, Russia, India and China group affect this deficit?

(1) Whether the Government and/or any of its entities has undertaken an assessment regarding negative economic impact on persons who have adverse credit records or default judgements (details furnished); if not, what is the position in this regard; if so, (a) what initiatives have been taken to assist persons who find themselves in similar situations and (b) what are the further relevant details; (2) whether the Government will consider engaging credit bureaus to offer grace periods for debt arrangements for persons’ names to be removed from credit records; if not, why not; if so, what are the relevant details?

(1) With reference to applications for the Business Process Outsourcing Incentive Scheme, (a) what are the names of the applicants, (b) what is the amount of funds and/or tax incentives that have been made available to each applicant and (c) what is the country of origin of each applicant from 1 July 2010 to 30 June 2011; (2) how will the amounts and/or incentives which will be made available to each applicant be utilised; (3) whether any of these funds will be spent and/or transferred outside the borders of South Africa; if not, what is the position in this regard; if so, what are the relevant details; (4) as a result of the incentive scheme, (a) how many jobs (i) have been and/or (ii) will be created by each applicant, (b) what is the annual amount of salaries and wages at the current rates that will be paid to employees in the jobs that (i) have been and/or (ii) are still to be created by each applicant, (c) what will be the annual amount of tax that will be received from these employees and (d) what is the value of foreign direct investment that each applicant (i) has made or (ii) will be making in South Africa; (5) whether there are any restrictions which will prevent applicants from ceasing their operations in South Africa in the future; if not, what is the position in this regard; if so, what are the relevant details?

(a) At how many (i) international and (ii) domestic hotels/guest houses were (aa) he and (bb) his Deputy Ministers accommodated during the period 1 April 2009 up to the latest specified date for which information is available and (b) what (i) was the (aa) name, (bb) star rating and (cc) city location of each specified establishment, (ii) was the (aa) duration and (bb) purpose of the stay in each case and (iii)(aa) was the total cost of the accommodation and (bb) is the breakdown of the accommodation cost in each case?
