(1) Whether any regulatory reviews as stated by the Strategic Overview with regard to small, medium and micro enterprises (SMMEs) in the business environment have been undertaken; if not, why not; if so, what structures have been implemented; (2) whether the structures that have been implemented ensured sustainable SMME development; if not, why not; if so, what are the relevant details?

(1) Whether, with reference to the 2010/11 – 2012/13 Industrial Policy Action Plan (IPAP2) and its focus on the clothing and textile production incentive, Government has taken any initiatives to assist laid-off workers to create a cooperative to re-enter the industry; if so, what are the relevant details; if not, (2) whether his department intends introducing any initiatives to assist laid-off workers to re-enter the industry in a self-employed capacity; if not, why not; if so, what are the relevant details?

Whether any significant change has been implemented in respect of the Government’s fleet procurement as a result of the implementation of the 2010/11 – 2012/13 Industrial Policy Action Plan (IPAP2); if not, why not; if so, what are the relevant details?

Whether any off-budgeted funding to kick-start green industries had been secured; if not, why not; if so, (a) for which new green industry, (b) for how much and (c) for when?

(1) Whether any amount was (a) budgeted for and (b) spent (i) in the (aa) 2007-08 and (bb) 2008-09 financial years and (ii) during the period 1 April 2009 up to the latest specified date for which information is available on his department’s mini drug master plan; if not, why not; if so, what are the relevant details; (2) what amount has been allocated to his department’s mini drug master plan for the 2010-11 financial year?

(1) Whether he will put a moratorium on the development of industry black economic empowerment (BEE) charters; if not, why not; if so, what (a) steps will he take to ensure the cooperation of other state departments and (b) are the further relevant details; (2) whether he intends to align the contents of the Broad-Based Black Economic Empowerment Act, Act 53 of 2003, and the BEE requirements in the Preferential Procurement Policy Framework Act, Act 5 of 2000; if not, why not; if so, (a) how and (b) what are the further relevant details?

(1) Whether any benefits for economic growth and job creation will be derived from the intended Cape to Cairo free-trade zone; if not, why not; if so, what are the relevant details; (2) whether he has identified any possible dangers and threats to the economic development objectives in this regard; if not, why not; if so, (a) how will these be eliminated and (b) what are the further relevant details; (3) what effects will such a free-trade agreement have on current agreements with the (a) Southern African Customs Union, (b) the Southern African Development Community and (c) Mercosur?

(a) How many specifications for standards are registered with the SA Bureau of Standards (SABS), (b)(i) how and (ii) when will the standards be reviewed to ensure that South Africa is keeping up with developments in the industry internationally and (c) how many standards have been reviewed and finalised in each of the past five financial years?

(1) Whether entities of his department which provide funding to potential entrepreneurs consult credit bureau databases with regard to blacklists as a standard procedure when evaluating applicants for funding; if not, why not; if so, what are the relevant details; (2) whether any of his departmental financial institutions share information regarding applicants with other members of his department; if not, why not; if so, what are the relevant details; (3) whether any safeguards are in place to prevent duplicate applications to more than one financial institution for the same applicant or similar projects; if not, why not; if so, what are the relevant details; (4) whether any studies have been done to identify applicants who fraudulently benefited from duplicate applications to different departmental financial institutions in the past; if not, why not; if so, what are the relevant details?
