Whether she has entered into a performance agreement with the President, Mr Jacob G Zuma, with regard to the implementation of the Medium-Term Strategic Framework (MTSF) 2014-2019; if not, why not; if so, (a) which key indicators and targets from the MTSF are reflected in the agreement, (b) how many performance assessments has she undertaken in consultation with the President since the agreement was signed, (c) what progress has been made in meeting the key indicators and targets from the MTSF, (d) what are the key obstacles to implementation and (e) what is the plan to address such obstacles?

Yes, Ministers are all subject to Performance Agreement with the President.

a) The Performance Management Framework for Ministers is the Medium-Term Strategic Framework (MTSF) for 2014-2019, which is the first 5-year implementation plan of the National Development Plan (NDP) 2030. The performance targets and indicators are derived from the 14 Outcomes which government seeks to achieve.

(1) Whether her department, in line with its responsibility to oversee issues affecting women, compiled any statistics of incidents of human trafficking involving women across the border with the Kingdom of Lesotho in the Smithfield district in the Free State; if so, how many incidents of the trafficking of women took place in the specified area in the (a) 2010-11, (b) 2011-12, (c) 2012-13, (d) 2013-14 and (e) 2014-15 financial years; (2) whether her department has provided any form of assistance in the fight against human trafficking; if not, why not; if so, what are the relevant details in terms of the assistance provided to (a) the SA Police Service and (b) women who are victims of human trafficking in the specified area in this regard?

The Prevention and Combating of Trafficking in Persons Act 7 of 2013 (TIP Act), comprehensively and holistically addresses the scourge of trafficking in persons. It came into operation on the 9th August 2015.

The TIP Act allocates the responsibility to compile data on incidents of human trafficking involving women to the following Departments:

  • Justice and Constitutional Development
  • South African Police Services

The Department of Women has not undertaken studies or interventions on the issue of sanitary towels and/or sanitation facilities in schools.

However, the Departments of Social Development and Basic Education are engaged in this matter.

In addition, there are a number of initiatives on this matter, emanating from the private sector and the non-profit sector.
