1851. Adv A de W Alberts (FF Plus) to ask the Minister in the Presidency:
National Planning Commission:â
(1) What has he found to be the effect of the disputes (details
furnished) within Statistics SA regarding the results of the 2011
census upon the integrity of the final results;
(2) whether there was a significant undercount with the census as alleged
by a certain person (name and details furnished); if so, (a) what is
the nature of the undercount and (b) what steps does the Government
plan to take to rectify the matter; if not, why not;
(3) whether the Government confirm beyond all doubt that the results of
the 2011 census are accurate?

Reply:
(1) The dispute had no effect on the integrity of the final Census 2011
results other than possibly to have delayed the final release from the 10th
of October to the 30th of October 2012.
(2) No. The undercount is 14.6% as presented by the Statistician-General
at the time of the release of Census 2011 having followed following due
technical and statutory processes.

(3) As a Minister responsible for Statistics South Africa, I am advised
by the Statistics Council in terms of the Statistics Act, Act 6 of 1999 on
all statistical matters including the census. The Statistics Council
consists of professionals in demography, statistics, economics, finance and
related fields. The Council, after interrogating the data, advised me that
the results have been appropriately adjusted for undercount and are fit for
use in public policy-making. They recommended that Census 2011 results be
accepted.
