DEPARTMENT OF AGRICULTURE FORESTRY AND FISHERIES
The Department of Agriculture, Forestry and Fisheries (DAFF)
a) Red tape - can be defined as excessive regulation or rigid conformity to formal rules that is considered to be bureaucratic and hinders, delays or prevents action or decision-making.
b) The department uses policies, business process maps and review of business process to reduce duration, unnecessary task and signatures before approval. Customer and public feedback mechanisms are used to identified areas of bottlenecks.
c) Systems implemented by DAFF include policy and procedure updates, business process revision, automation and decentralization. DAFF develop and report the service delivery improvement plan annually.
AGRICULTURAL RESEARCH COUNCIL
a) ARC has not defined Red Tape as we're not a regulator or policy administrator.
b) ARC has specific policy procedures for processing requests in terms of invoices, responses to enquiries and service delivery. This includes, streamlining reporting structures, enabling the scientists to engage directly with farmers and communities without necessarily seeking approval from senior managers. Payment of invoices within stipulated time frames when all evidence has been provided.
PERISHABLE PRODUCTS EXPORT CONTROL BOARD
Although the PPECB never formally defined red tape, we believe that red tape can be defined as that process that prolongs the decision making process and negatively affects activities, which ultimately impacts on service delivery. The PPECB regularly reviews processes and procedures to ensure efficiency.

(b) This is not applicable to OBP because OBP as a 3B entity operates on commercial I business principles and therefore all the systems and processes are aligned accordingly
NATIONAL AGRICULTURAL MARKETING COUNCIL
1.1 red tape - can be defined as excessive regulation or rigid conformity to formal rules that is considered to be bureaucratic and hinders or prevents action or decision-making.
1.2 specific interventions - Meeting was held between the NAMC Council and the Deputy and Minister of DAFF
1.3 systems implemented - Consensus was reached between NAMC Council and the Deputy and Minister of DAFF on the following:
a) The administrative processes to be followed including timelines for submissions and other requests from NAMC Council
b) Communication between NAMC Council and the Deputy and Minister of DAFF.
MARINE LIVING RESOURCES FUND (MLRF)
The MLRF is a Schedule 3A Public Entity that operates both as Public Entity and as the Fisheries Branch of the Department of Agriculture, Forestry and Fisheries, and as such, adheres to the policy and decision-making processes of the Department.
The MLRF also publishes its annual Service Delivery Improvement Plan as part of its Strategic Plan.
