(1) Whether any determination has been made of (a) the full cost of running a school for learners with special educational needs that is considered adequately resourced with respect to (i) teaching and non-teaching staff, (ii) infrastructure, (iii) school furniture and (iv) equipment, (b) the funding supplied by the provincial departments to run such a school and (c) the shortfall in funding which must be covered by the school and the school community; if not, in each case (i) why not and (ii) when will such a determination be made; (2) whether any determination has been made of (a) the ability of no-fee schools to cover the shortfall in funding referred to above in order to achieve adequate resourcing and (b) the situation in schools where it has not been possible to cover the shortfall; (3) (a) which natural or juristic person bears responsibility for fundraising at a school for learners with educational needs and (b) how performance in this regard by (i) principals and (ii) other provincial departmental employees is formally recognised; (4) whether she has plans to encourage school communities to assist with the funding of schools for learners with special educational needs; if so, what are the relevant details?
