(1) (a) Why have Grade R teachers not been incorporated within the staff establishment of the provincial departments of education, (b) why are the specified teachers not recognised as teachers by the SA Council for Educators and (c) when is such incorporation and recognition expected to be achieved; (2) whether standardised training is available for aspirant Grade R teachers; if not, why not; if so, what are the relevant details; (3) what institutions offer training for Grade R teachers in each province; (4) whether all public schools offer Grade R enrolment; if not, (a) why not and (b) what is the extent of Grade R coverage for schools in each province?
