Mr S E Kholwane (ANC) to ask the Minister of Communications:
(1) Whether he will introduce amendments in Parliament to the Independent
Communications Authority of South Africa Act, Act 13 of 2000 with
regard to the performance of councillors of the Independent
Communications Authority of South Africa (Icasa); if not, what is the
position in this regard; if so, what are the relevant details;
(2) Whether he has concluded performance agreements with the Chairperson
and councillors subsequent to their appointment; if not, why not; if
so, what are the relevant details?

REPLY:
1. The ICASA Act already provides for the performance evaluation of the
ICASA Councillors. The task now is to work with the Portfolio Committee
on Communications to implement the current legislative requirements.
2. In June 2009, I met with the Council of ICASA to discuss a range of
issues, including the performance of councillors. My office is
currently liaising with ICASA regarding the introduction of the
performance management system. In my interaction with them, I need to
have a sense of the projects which councillors are implementing, either
individually or collectively. As soon as we have received all projects,
I will liaise with Parliament which is supposed to play a significant
role in the performance management of councillors.
