(1) Whether a section 139(1)(b) administrative intervention in local government should make progressive and improved impact on the administration of such local municipality within the first four months; if so, what should the expected outcome and/or results be; (2) whether the local municipality is expected to send out service accounts during the first four months; if not, what is the position in this regard; if so, what are the relevant details; (3) whether his department will take action against such administration; if not, why not; if so, what action; (4) whether section 139(1)(b) intervention in local government, should and can curtail the political interference caused by local municipal councillors; if so, what (a) would their role be then as political leaders, (b) should the administrator do to prevent the councillors from interfering with the administration, and (c) defence on administrator has against political manipulation from the local councillors; (5) whether an administrator acts in respect of section 139(1)(b) intervention in local government, as an independent administrator and not as a municipal manager, who is subject to the authority of the local politicians; if so, what is the position in this regard; if not; (6) whether the municipality will be able to function without a municipal manager; if not, why not; if so, what are the relevant details?
