(1) Whether any incidents occurred in the 2011-12 financial year where the appointment of a section 56 and 57 manager in a municipality was rejected by the MEC; if not, what is the position in this regard; if so, (a) in which municipalities, (b) in which provinces and (c) what were the main reasons for the rejection; (2) whether any of these cases ended in court; if not, what is the position in this regard; if so, in which of these cases were the (a) appointments nullified and (b) legal costs charged to the (i) municipality, (ii) municipal manager, (iii) Mayor, (iv) Councillor and (v) MEC; (3) what measures were put in place to ensure (a) the appointment of a suitable candidate in each case and (b) that these situations do not occur again in the future; (4) whether there are currently any (a) cases pending or (b) cases in progress in objection to the appointment of section 56 and 57 managers; if not, what is the position in this regard; if so, (i) in which municipality and (ii) what processes has the MEC followed to avoid litigation in each case?
