QUESTION NO: 397
Prince M M M Zulu (IFP-KZN) to ask the Minister of Correctional Services:
(1) Whether the female warder who was held hostage at the Mangaung Prison
has received any counselling; if not, why not; if so, what are the
relevant details;
(2) what steps have been taken by his department to ensure that such
incidents do not occur in the future;
(3) whether any plans are in place to enhance the safety of prison
warders; if not, why not; if so, what are the relevant details?

REPLY:
1) Yes, the official was immediately admitted at the Bloem Care
Psychiatric Clinic for a period of three (3) weeks. After being
discharged from the Clinic the official was placed on special leave
and was still on leave as at 21 November 2013. The official is still
receiving medical care and psychiatric treatment.
2) In the case of Mangaung Correctional Centre, the Department
temporarily took over the management of the Centre in line with
Section 112 of the Correctional Services Act 1998, Act No 111 of 1998.
In this regard, one of the Chief Deputy Commissioners was deployed to
manage the Centre on a temporary basis.
3) The Department has, in addition to the contractorâs staff, deployed
correctional officials and the Emergency Support Team (EST) to ensure
safety and security of officials, inmates, service providers and the
general public .
