Whether she or her department engages the services of information
technology consultants; if so, (a) which company/ies , (b) at what cost
as at the latest specified date for which information is available, (c)
how many staff are employed as such consultants, (d) what services do
they provide and (e) for how long have such consultants been providing
such services?

Yes, the department engages the services of information technology
consultants.
a) SITA (SITA tender 569)
Companies currently providing resources through SITA are:

Consultants used within the department are appointed by SITA. The
department procure these services through SITA from Tender 569 which is
the latest being used within government. Through this tender the
department can either procure direct from the Service Provider listed on
it or through SITA.
b) Costs for the 2008/9 financial year is as follows:
⪠Systems Development : R36,702,067.44
⪠Customer Relation Management : R11,711,310.87
⪠National Contact Centre Project : R12,793,689.90
c) There is no staff members of the department employed as consultants.
d) The Department of Correctional Services requested SITA to provide
them with a solution in terms of their information technology
requirements for their application projects and support thereof. The
services provided by SITA include:

⪠System support services
⪠Project management activities
⪠System development life cycle activities/services
⪠Software configuration management
⪠Programme administration services
⪠Resource management activities
⪠Skills transfer to DCS members
⪠Skills retention
⪠Research and development
⪠Cost reduction strategy
e) Some of the consultants have been with the department since the
1990âs as part of the contract the department had with Phambili. They
were part of the development and support team for the Admission &
Release (A&R) system, the Management Information System (MIS), the
Community Corrections and all other supporting systems such as
pharmacy, social work and spiritual care among others. Network
support was also provided. Most of the consultants have come on board
from 2006 with the development and implementation of the Master
Information System Plan (MISP). Most of these consultants are
involved in development work for the systems in the MISP.
