1(a) The following members/employees are serving as HODs since her appointment:
(i) Secretary for Defence, Dr S Gulube, for the Department of Defence
(ii) Mr M Ozinsky, appointed as acting Director-General of the Department of Military Veterans in October 2016.
The Secretary for Defence has signed a performance agreement and performance assessment for the following financial years, since her appointment:
(i) FY 2012/13.
(ii) FY 2013/14.
(iii) FY 2014/15.
(iv) FY 2015/16, and
(v) FY 2016/17.
(2) The Secretary for Defence received a performance incentive for the following financial years and the rate is determined in accordance with the HOD’s performance assessment tool:
a. FY12/13, and
b. FY13/14.
The criteria that was used is determined by Chapter 4 of the SMS Handbook, of which the provisions thereof indicates that the annual individual performance assessment of members and employees of the SMS must be linked to, and informed by the evaluation of organizational performance.
Furthermore, Chapter 4 of the SMS Handbook states that members of the SMS are eligible to be considered for performance rewards. The final decision on the awarding of such rewards shall be taken by the EA, who shall act on the advice of the moderating committee.
In conclusion, the performance assessment of the above member was based on the performance agreement signed between him and the Minister of Defence and the evaluation of the organizational performance as required by policy. The awarding of the performance bonus was the decision of the EA as advised by the moderating committee.
(3) The Secretary of Defence moderated results of the 2014/15 Assessment was 129%. Confirmed by the Minister of Defence as a supervisor and Chairperson of the Moderating committee.
