Mr K A Sinclair (COPE-NC) to ask the Minister of Economic Development:
Whether his department has developed a (a) mandate and (b) framework to
implement its objectives; if not, why not; if so, (i) what structures have
been adopted to achieve this, (ii) what is the budget allocated to his
department in terms of the medium term expenditure framework for the 2010-
2011 financial year and (iii) what are the further relevant details?

REPLY
The Departmentâs mandate is determined by the President of the Republic of
South Africa.
When the President announced a new structure for national government on 10
May 2010, he stated that â[a] new department of Economic Development has
been established to focus on economic policy makingâ.
In his State of the Nation address on 3 June 2009, the President stated
that â[t]he creation of decent work will be at the centre of our economic
policies and will influence our investment attraction and job-creation
initiatives. In line with our undertakings, we have to forge ahead to
promote a more inclusive economy.â
During the Presidency Vote on 24 June 2009, the President stated: âThe
Economic Development portfolio will have a strong domestic focus and will
address, amongst others, matters of macro and micro-economic development
planning.â
In line with its mandate, the department has since developed a framework,
the Medium Term Strategic Framework (MTSF) 2010/11 to 2012/13, for
implementing its programmes. Other than the Administration programme
existing in all departments, the strategy of the department rests on three
pillars: economic development policy; economic planning and coordination;
and economic development and dialogue. For further details on sub-
programmes, I wish to refer the Honourable member to the attached MTSF,
which was tabled in Parliament on 3 March 2010.
EDDâs Budget allocation is R418 million, which covers the work of the
department and certain entities that report to it. R18,2 million is for
policy development work; R25,8 million for economic planning and co-
ordination; R11,2 million for economic development and dialogue; R44,8
million for administration for the Ministry and capital expenditure; R152
million for small business funding, through transfers to Khula and the SA
Micro-Finance Apex Fund; R102 million for the competition authorities to
strengthen their work; and R64 million for trade administration, to the
International Trade and Administration Commission.
