(INTERNAL QUESTION PAPER NO. 3)
Ms E C van Lingen (DA-EC) to ask the Minister of Health:
(1) Which district municipalities in the Eastern Cape are successfully
acting as agents in respect of primary health care services (clinics)
on behalf of the Eastern Cape provincial department of health;
(2) whether, because district municipalities are only acting as agents,
funding will follow this mandate; if not (a) why not and (b) what
additional funding are district municipalities to source in order to
fund primary health care in their districts;
(3) why is the Eastern Cape provincial department of health allowed to
roll debt over from one annual budget allocation to the next financial
year on a continuous basis;
(4) whether he will make a statement on the matter?

REPLY:
1) The following districts municipalities are providing PHC services on
an agency basis for the Department: Amathole, Cacadu, Chris Hani and
Ukhahlamba.
2) The Eastern Cape Department funds municipalities on the basis of co-
funding, resulting from the transitional arrangement in the National
Health Act, 2003. Although the department is meant to provide 80% of
the funding, it has been unable to do so due to budgetary
constraints.
3) The Eastern Cape Department funded shortfalls resulting from revised
allocations to municipalities following their representation in the
new financial year order to ensure continued service delivery.
