Mr D A Worth (DA-FS) to ask the Minister of Health:
(1) What is the (a) total number of outstanding accounts of patients and
(b) total amount of outstanding accounts with regard to each (i)
hospital and (ii) clinic in the Free State;
(2) whether any progress has been made in recovering these debts; if not,
why not; if so, what are the relevant details;
(3) what amounts have been written off at each (a) hospital and (b)
clinic in the Free State?

The following information reflects the situation in this regard, as
provided by the Free State Provincial Department of Health
Free State Psychiatric Complex

(2) Slight progress has been made to recover these outstanding debts.
Most of these accounts are handed over to the debt collecting agency.
(3) Amount written off from 2009/04/01 up to 30 November 2009 is R39,

Bongani Hospital
(1) (i) Total number of outstanding accounts: 23 533.
(ii) Total outstanding amount of patient accounts as at end November
2009 = R37 446 309,35.
(2) Yes
⢠Progress has been made by recovering payments made by Road
Accident Fund since 2009;
⢠Implementation of Health Finance Circular No. 36 of 2008:
âProcedure with regard to the classification of hospital
patients: Raising of accounts at the maximum rate where proof of
income is not provided, to be effective from 1 January 2009â has
caused a 90% increase in outstanding amount of patient fees.
(3) Write-off amount for 2007/2008: R7 791 264,05
Write-off amount for 2008/2009: R4 671 083,64
Write-off amount for 2009/2010: R1 825 553,62
Dihlabeng Hospital
1) (a) Total number of outstanding accounts of patients is 5,173
as at 30 November 2009;
(b) (i) Total amount R3,973,918.82 as at 30 November 2009;
(ii) Not Applicable
2) Progress is made in recovering the debts as the Institution has
already recovered amounts to R1,057,667.07 which is a total
percentage which is 60% of the annual target. The original revenue
target was R1,582,000 which has been subsequently revised to
R1,768,000 during the month of November 2009.
- The Workmenâs Compensation Accounts are followed-up with Work
commissions;
- The Road Accident Fund accounts are handed over to Alexander
Forbes for collection;
- Private and Medical Aid accounts are follow-up until 90 days
and then handed over to Phatshoane Henry Incorporated.
(3) (a) Total amount R446,036.49 From 1 April 2009 till 30 November
2009;

Pelonomi Hospital
(1) (a) 77,208
(b) R129, 878,224.75
(2) (a) Road Accident Fund Accounts is about 60% and a Private Company
â Alexander Forbes is appointed on a contract basis to claim on
behalf of the Free State Department of Health.
(b) Medikredit also a private company claim electronically from the
medical aids registered with them.
(c) Personnel with outstanding patient accounts â arrangements are
made with them to deduct the money from their salaries.
(d) Debt Collection Agency â Phatsoane and Henny accounts that
cannot be collected by Revenue Section Personnel is handed over
to them for collection.
(e) Nine personnel members are following the 40% of outstanding
accounts up for payments through different letters and by
sending monthly accounts to patients. These actions are followed
during overtime (for past four months we work overtime to
address the outstanding accounts.
(3) For the 2009/2010 financial year 5,278,225.96 million is written off.
Mofumahadi Manapo Hospital
(1) Out standing accounts R5 521 864.18
(2) Recovery progress.
Continues follow up of outstanding accounts to clients
