(INTERNAL QUESTION PAPER NO. 25)
Ms E C van Lingen (DA-EC) to ask the Minister of Health:
(1) Whether there are any offers from the private companies to build
clinics for the department and donate them to the department; if not,
what is the position in this regard; if so, what are the relevant
details;
(2) whether his department will allow these clinics to be staffed and
equipped by the private companies; if not, why not; if so, what are
the relevant details;
(3) whether he will accept a proposal in this regard to save on
government costs and allow companies to contribute to the health
sector through their Corporate Social Investment Policies opening up a
new Public Private Partnership for Health Care in the department; if
not, why not; if so, what are the relevant details?

REPLY:
The following information was obtained from the Provincial Departments of
Health:
EASTERN CAPE
1) There are no offers as yet other than presentations that have been
made by some companies regarding the above and the Department is
currently busy crafting documentation as terms of reference to test
the market.
2) The terms of reference as alluded to above will cover such issues.
3) Yes
FREE STATE
No offers have been received from Private companies to build clinics for
the Free State Department of Health. Should the offers be received, they
will be considered objectively to address the needs of the Department.
GAUTENG
(1) The Gauteng Department of Health and Social Development has received
offers from various private companies to build clinics for the
Department. Two offers are current:
a) Netcare has offered to build a clinic in Diepsloot. This offer
is in line with Provincial priorities as regards the provision
of new clinics, and it is being pursued. The Department will
provide the necessary staff and equipment once the clinic has
been completed.
b) The Nelson Mandela Childrenâs Fund has offered to build and
equip a childrenâs hospital in Gauteng. The proposal includes
management of the hospital by a management company established
by the fund for this purpose. The general objective of the
proposal is supported by the Gauteng Department of Health and
Social Development but there are aspects of the proposal that
require further discussion and agreement. Interaction with the
proposers is ongoing.
c) All offers of this nature are considered. In addition, the
Department reviews all infrastructure projects to determine if a
public-private partnership model would be the optimal model for
the project. In this regard, the completion of the
revitalisation of the Chris Hani Baragwanath Hospital is being
considered as a PPP project.
d) Other avenues of development are being explored in consultation
with National Treasury PPP unit, DBSA, DID and various other
organisations such as NURCHA.
(2) (a) The Gauteng Department of Health and Social Development has no
objection in principle to staffing being provided by a private
donor. However, private companies usually require some form of
quid pro quo and it is often the case that the proposals include
costs to be borne by the Department which are higher than if the
Department operated the facility directly. In these cases, the
costs and benefits have to be reviewed.
(b) A second area of consideration is the extent of ongoing
financial commitments that would be incurred by the Department
in such situations. Where the Department is doubtful about the
sustainability of a project, the Department may be forced to
decline an offer.
(3) The Gauteng Department of Health and Social Development will consider
all offers of support and will gratefully accept contributions from
the private sector. Any potential donor is welcome to contact the HOD
of the Gauteng Department of Health and Social Development in this
regard.
NORTHERN CAPE
(1) The Northern Cape Department of Health has received no offers at this
stage, but the Department would gratefully accept such offers if
presented.
(2) The Northern Cape Department of Health would accept a privately
constructed and privately funded facility if an offer is made and an
amicable agreement can be reached that will be beneficial to all
parties involved and it adheres to the necessary legislation and
licensing requirements.
(3) Yes, the Northern Cape Department of Health would accept such a
proposal if presented for a privately constructed and privately
funded facility, if it is beneficial to all parties involved and
conforms to the applicable legislation and licensing requirements.
NORTH WEST
(1) Yes, the Department has, on occasions, taken up the offer of private
companies/entities building clinics for the North West Department of
Health & Social Development. The details are as follows:

(2) The North West Department will be taking over these staff salaries in
the 2010/11 financial year. The following personnelâs salaries are

(3) In principle, as shown above, the North West Department is willing to
undertake Private Public Partnerships
WESTERN CAPE
(1) No offers are on the table thus far but we would gratefully accept
such a donation provided it is in line with the Comprehensive Service
Plan (CSP).
(2) Yes the Department would accept a privately constructed and privately
funded facility if it is in line with the Comprehensive Service Plan
(CSP) and conforms to the legislation for the licensing of private
facilities.
(3) Yes we would accept such a proposal for a privately constructed and
privately funded facility if it is in line with the CSP and conforms
to the legislation for the licencing of private facilities.
