Mr W F Faber (DA-NC) to ask the Minister of Health:
With reference to the four major outputs of the Negotiated Service Delivery
Agreement (NSDA) of 2010-2014 (details furnished), what (a) are the
specific targets in respect of each year with regard to each output, (b) is
the baseline from which each target is being measured and (c) consequences
would be suffered should the set specified targets in respect of each
output not be met?

REPLY:
a) When establishing the baseline figures and setting targets for the
NSDA 2010-2014, the Ministry of Health encountered a challenge of
different indicator values produced by different sources, which
were inconsistent and contradictory. The Ministry of Health
established a Health Data Advisory and Coordination Committee
(HDACC) in October 2010, to improve the quality and integrity of
data on health outcomes and to identify reliable data sources to
be used by the health sector in future. The Committee completed
its work and submitted its final report on the 03rd November 2011.
The report of the Health Data Advisory and Coordination Committee
is being used to improve the accuracy of the baselines figures for
the four outputs reflected in the Health Sectorâs Negotiated
Service Delivery Agreement (NSDA) 2010-2014, as well as improving
the quality of the targets set.
The Presidency is developing a Programme of Action (PoA), which
will reflect annual Targets for the NSDA 2010-2014.
b) Baselines are reflected in the report of the Health Data Advisory
Committee.
(c) The revised baselines and targets in the NSDA 2010-2014 are more
accurate and realistic, and will therefore be achieved.
