Mr J M Bekker (DA-WC) to ask the Minister of Health:
With regard to a statement in the Green Paper on National Health Insurance
(NHI) (details furnished), (a) what is the intention of this statement, (b)
what is being costed, (c) what is meant by âcost-effectiveâ service
delivery, (d) what services are costed, (e) what services are universal,
(f) which services are not universal as a result of rationing and (g) on
what basis were the assumptions made that the costing is realistic?

REPLY:
a) The intention of the statement is to inform people.
b) What is being costed are the services to be offered.
c) Honourable Member, cost-effective is a simple English word which means
value for money.
d) Services that are costed are health services provided to citizens in
terms of NHI provisioning.
e) Universal services are services available to all citizens depending on
their need.
f) There is no rationing of services, as services are provided on the
basis of clinical need and affordability.
g) The assumption that the costing is realistic is based on the fact that
is an internationally accepted model of cost estimates.
