(INTERNAL QUESTION PAPER NO. 34)
Mr D A Worth (DA-FS) to ask the Minister of Health:
(1) Whether any monies are owed by foreign nationals who have received
treatment in public hospitals; if not, what is the position in this
regard; if so, how much is being owed in respect of each province;
(2) whether his department has (a) identified and/or (b) implemented any
measures to recover such monies; if not, why not; if so, (i) what
measures and (ii) what are the further relevant details?

Most Documented Foreign Nationals who receive treatment in public
hospitals pay cash in pre-payment for their services.
2) (a) Yes.
b) Where there are Intergovernmental arrangements monies owed are
followed up via the embassy.
⢠Provincial debt management policies, in addition to treasury
regulations on debt management provide guidelines on how to
manage debt.
⢠Follow up on documented Foreign Nationals is done while they
are within the borders of RSA.
⢠Asylum seekers, Refugees and Undocumented foreign nationals
are assessed according to the Means test as South African
Citizenâs.
⢠The recovery of debt is also dependent on the provinceâs
capacity, the quantum (value) and the resources. The PFMA
makes provision that any debt recovery process must be
economically viable to effectively utilize resources to
follow up on the outstanding amounts.
⢠There are No measures to recover monies from Undocumented
foreign nationals.
