QUESTION NO: 1249
Mr J Selfe (DA) to ask the Minister of Correctional Services:-
1) Whether, with reference to her reply to question 1189 on 13 May 2010,
the new correctional centre at van Rhynsdorp has been completed; if
not, (a) what is the cause of the delay and (b) when is it envisaged
to be completed; if so, when (i) was it completed and (ii) will it be
commissioned;
2) Whether the contractors are paying a penalty for non-completion; if
not, why not; if so, how much does the contractor pay each month?

REPLY
1) The centre has not been completed.
a) The delay is due to the following reasons;
- Weather inclement
- Shortage of building material (the centre is in the remote area which
resulted in the delay to deliver material
- Shortage of skilled labour
- Re-modification of the offender pedestrian street for purposes of
heritage preservation as imposed by heritage authorities
- Discovered on site underground services after construction had started
- Poor workmanship by the contractor which had to be rebuilt
b) The project is envisaged to be completed on 01 December 2011 and
commissioned 01 May 2012.
2) The company is employed by the Department of Public Works which has a
right to take action against contractors.
