Dr CP Mulder (FF Plus) to ask the Minister of Higher Education and
Training:
(1) Whether his Department will be taking any steps to ensure that the
National Senior Certificate is adequate to allow learners admission to
universities at first year level and that there would not be any
duplication with the National Benchmarking Test (NBT); if not, why not;
if so, what steps;
(2) Whether his Department intends taking any steps to ensure that
students who fail the NBT will indeed gain admission to universities;
if not, why not; if so, what steps?
(3) Whether officials in her department have been held responsible for
these backlogs; if not, why not; if so, (a) which officials and (b)
what?

REPLY:
1. Yes, steps have already been taken with the publication of the
minimum requirements for admission to the Higher Certificate, Diploma
and Bachelorâs Degree studies in Government Gazette No. 31231 of 11
July 2008.
There is no duplication with the NBT as they fulfill different
functions. The Department of Education has not received the Report on
the National Benchmark Tests from HESA as the report has not yet been
tabled with HESA.
(2) The NBT is currently used as a diagnostic instrument to assist
institutions.
(3) Reply to the afore-mentioned questions covers question 3.
