Dr W G James (DA) to ask the Minister of Higher Education and Training:
Whether he intends to (a) formally recognise the institutions that offer
English as a foreign language as educational institutions and (b) have
their courses approved by the South African Qualifications Authority
(SAQA)?

REPLY:
a) The Department recognises public Higher Education Institutions (HEIs)
and Further Education and Training Colleges (FETCs), and provides for the
registration of private HEIs and private FETCs. In terms of the relevant
Acts, the private HEIs and private FETCs are eligible for registration as
amongst other criteria, qualifications they offer fall on the sub-
framework of either UMALUSI or the Council on Higher Education (CHE) and
in addition, these qualifications are registered on the National
Qualifications Framework (NQF). Since the programmes offered by many
providers, offering courses in English as a foreign language such as in
the current Teaching English as a Second Language (TESOL) and Teaching
English as a Foreign Language (TEFOL) do not fall on the above sub-
frameworks, these providers do not qualify for registration as either a
private HEI or private FET college.
b) The NQF Act provides for the registration of both part and full
qualifications on the NQF. Since TESOL courses are short courses, they
could easily be registered as part qualifications on the NQF. However,
for such a registration to occur, the South African Qualifications
Authority (SAQA) will have to raise this issue with the three Quality
Councils or vice-versa.
