Mr M Chetty (KwaZulu-Natal-DA) to ask the Minister of Human Settlements:
What mechanisms are in place to ensure that the tender awarding process is
administered in order to ensure that only qualified and experienced
builders are awarded building contracts for state-subsidised houses?

REPLY
The provisions of the Housing Consumers Protections Measures Act, 1998 (Act
No. 95 of 1998) applies to all housing development projects undertaken with
funding available from the National Housing Programmes. This means that the
tender board would have to look at:
a) whether the company is registered with the NHBRC,
b) the ability of the company to execute the norms and stands as set out
by the NHBRC and
c) whether the company would be able to execute within the set time
frames.
Only home builders who are registered with the National Home Builders
Registration Council (NHBRC) may be appointed to undertake housing
construction projects.
Furthermore, the NHBRC has an additional role of regularly inspecting the
development project and enforce the applicable technical norms and
standards and monitor the ability and competencies of the home builders.
Where required, the NHBRC will de-register home builders that are not
complying with the norms and standards.
