(a) As at 30 June 2016, when the latest Departmental analysis of the Deeds Registry was undertaken, it was established that a total of 1,606 million title deeds were registered against the various Human Settlements Programmes since 1994. However, the number of title deeds issued to or received by beneficiaries might be slightly less than this for a variety of reason which were explained to the Committee on 30 August 2016. These include, among others, informal sales which take place prior the issuing of a titled deed, deceased estates, beneficiaries who cannot be traced, and occupants who are not the intended beneficiaries.
It is the responsibility of all Members of Parliament to educate our people on benefits of title deeds and on the importance of not selling their houses through informal transfer. Perhaps the Honourable member can indicate how many community engagements he has had to educate our people on title deeds.

b) As at June 2016, there have been 349,447 transfers recorded on the deeds registry, which represents 22% of all subsidized houses delivered; the Free State has seen the most transfers (33%) and Gauteng the least (13%).
