QUESTION FOR WRITTEN REPLY
921: Mr A Louw (DA) to ask the Minister of Labour:
(1) Whether the Director-General signed a performance contract
with him; if not, why not; if so, when;
(2) whether all senior managers in his department signed
performance contracts with the Director-General; if not, (a)
which senior managers did not sign, (b) for what reason and (c)
when will it be done; if so, on which date did each senior
manager sign a performance contract? NW1077E
REPLY 921: The Minister of Labour replied:
1) I have not signed a performance agreement with the Director-
General as the post was vacant. I did not deem fit to conclude
a Performance Agreement with the Acting DG as he still occupied
his position at level 15 and that the acting arrangements were
interim.
2) 74 out of a total of 75 Senior Managers up to level 14 signed
their performance agreements with their respective Supervisors
and not the Director General. 5 out of 6 Senior Managers at
levels 15 signed their Performance with the Acting Director
General before end of July 2009 as well.
a) & (b) The one member at salary level 13 did not sign as
he is still on suspension. The one member at salary level
15 is currently Acting as the DG. I did not deem it fit
to conclude an agreement with him at the DG level as the
acting arrangements were interim and not anticipated to
go beyond three months and that he continued to hold his
position at that level.
c) The suspended memberâs performance agreement will depend
on the outcome of his disciplinary process. The salary
member at level 15 will conclude his agreement with the
new Director General within his first month of
appointment. I will conclude a Performance Agreement with
the new Director General within three month of his
appointment in accordance with the public service
prescripts.
