Dr J C Kloppers-Lourens (DA) to ask the Minister of Higher Education
and Training:
Whether he has put any systems in place to monitor the R1,5 billion
allocated to fund the Presidentâs new initiative to convert National
Student Financial Aid Scheme loans into full bursaries on completion of the
undergraduate degree as announced on 8 January 2011; if not, why not; if
so, what are the relevant details?

REPLY:
NSFAS has introduced quarterly reporting on the utilization of funding
allocated to institutions to monitor more closely the uptake of the
funding. It is expected that 100 % of all funding in this category will be
claimed by 20 September 2011. The department performs its monitoring role
through the quarterly evaluation of the performance of the NSFAS. As this
is a premier project, the DHET has been involved at every stage of the
process and has worked with both NSFAS and the EXCO of NSFAS to ensure that
the project is successfully managed.
