(1) Whether the Regulation of Interception of Communications and Provision of Communication-related Information Act, Act 48 of 2008, (Rica) records are reliable in fighting crime; if not, what measures are in place to curb cellular phone robbery and/or theft; if so, (a) what successes have there been thus far to trace criminals and (b) how many criminals were arrested from 1 July 2011 to 31 May 2012 through Rica-ed subscriber identity module (sim) cards; (2) whether there are any countermeasures in place to combat the suspected (a) corporate fraud and (b) crime syndicates involved in sim card fraud; if not, why not; if so, what (i) measures and (ii) are the further relevant details?
