48. Mr T D Harris (DA-WC) to ask the Minister of Police:
(1) Whether the construction of the Milnerton Police Station had
begun; if not, why not; if so, (a) when did the construction
begin and (b) what is the estimated date for its completion;
(2) whether there has been a delay in the planned construction
process; if so, (a) how long has the delay been and (b) what are
the relevant reasons for the delay;
(3) what is the total construction cost, (a) as at the latest
specified date for which information is available and (b) upon
completion?

REPLY:
(1) Construction of the Milnerton Police Station has been resumed on
(a) on 13 January 2010; and (b) the estimated date for
completion is 23 November 2010, barring any unforeseen delays
over which neither the Department nor the Contractor has any
control.
(2) There has indeed been a delay in the planned construction
process by (a) 14 months and 16 days from 7 September 2009 to 23
November 2010. (b) This delay was the direct result of the
underperformance and subsequent cancellation of the contract
with the initially appointed contractor and the process that had
to be followed to appoint a new contractor for the completion of
the outstanding work.
(3) The total anticipated construction cost as at 26 February 2010
is
R 58 195 635-51. (b) The total construction cost upon completion
will only be known once the construction has been completed in
some ten monthsâ time once all possible correction of defects
and latent defects in work done by the previous contractor have
been attended to. Escalation in cost over the duration of the
completion contract is currently estimated at R 5 077 402.29.
The actual adjustment will however be dependent on work group
indices reflecting the real movements in escalation by time of
completion of the contract.
