513. Mr D A Worth (DA-FS) to ask the Minister of Police:
1) Whether a case was opened at the SA Police Service in view of a recent
accident in which the mayor of Manguang (name furnished) in the Free
State was involved; if not, why not; if so, what are the relevant
details;
2) (a) why is there a difference in the reported time of the accident by
the police in the press and that of emergency services and (b) why was
the mayor removed from the scene of the accident, leaving a badly
injured person behind;
3) whether the mayorâs blood alcohol levels were tested; if not, why not;
if so, what are the relevant details;
4) whether an investigation was conducted to determine who was (a) in the
vehicle and (b) the driver of the vehicle at the time of the accident;
if not, why not; if so, what are the relevant details;
(5) whether the Independent Complaints Directorate is investigating the
possibility of police misconduct regarding this incident; if not, why
not; if so, what are the relevant details?

REPLY:
(1) No, Kagisanong CAS 142/10/2010 - Reckless and Negligent Driving is
not against the Mayor of Mangaung. He is not involved as a driver or
the passenger.
(2) (a) The accident was reported to SAPS at telephone number 10111 on
9 October 2010 at 04:13 and on the same day at 04:16 the
complaint was dispatched to a vehicle. At 04:32 the SAPS
vehicle stopped at the scene of the accident.
(b) Information at the disposal of SAPS is that the Mayor of
Mangaung was not at the scene of the accident.
(3) Not applicable.
(4) Yes.
(a) Miss Dikane was alone in the vehicle at the time of the
accident.
(b) Miss Dikane was the driver of the vehicle.
5) Yes, the Independent Complaints Directorate is investigating whether
the case was properly handled by the Police. No specific South African
Police Service member is being investigated.
