25. Mr T M H Mofokeng (ANC-FS) to ask the Minister of Police:
Whether any measures have been put in place to address the prevalence of
unaccounted firearms and ammunition which are in the hands of private
security companies; if not, (a) why not and (b) what are his departmentâs
plans in this regard; if so, (i) what are the outcomes of such measures and
(ii) what are the further relevant details?

REPLY:
a) Yes, measures are in place to address the prevalence of unaccounted
firearms and ammunition.
b) A Section of Firearm Compliance has been established at National
Office â conducting audit, inspections of firearms and ammunition in
all Public and Private Institutions including Security Companies. All
the Provinces and Police Stations also conduct audit and compliance
inspections to Private Security Companies and provide monthly,
quarterly and annual reports to the National Office regarding the
inspections, and actions taken.
(b)(i) Firearms and Ammunition that are lost or stolen must be
reported at a local Police Station within the precinct of that Company
and such a report must be accompanied by a case number for
investigation purposes.
(b)(ii) In cases where a Private Security Company cannot provide a
firearm that appear on the Central Firearm data base the police
officials will serve the Company with a Section 108 (Firearms Control
Act, Act 60 of 2000) written notification and give them seven daysâ
notice to have the firearm available for a physical inspection and by
which failure to do so a criminal case for the unaccounted firearms
and ammunition will be opened. There is an existing mutual working
relationship between the Firearm Compliance Section and PSIRA (Private
Security Industry Regulatory Authority).
