(1) Whether, in view of his reply to oral question 18 on 5 March 2015, noting that although agreements do not exist between South Africa, Mozambique and Zimbabwe, a low-level and binding police cooperation agreement does exist between the specified three countries, he has found that the police cooperation agreement could lead to a bilateral agreement between the specified three countries; if not, what steps will he take to (a) develop a plan and (b) ensure that sufficient resources are deployed to this region; if so, (i) how long will it take to finalise the relevant agreement and (ii) will the agreement enable the relevant countries to (aa) deploy resources in the prevention of rhino poaching and (bb) develop an integrated strategy to address rhino poaching; (2) whether the Minister of each of the specified countries could be asked to sign a memorandum of understanding in the interim period with regard to effective policing?
