1855. Mr D A Kganare (Cope) to ask the Minister of Police:
(1) (a) How was a certain person (name furnished) appointed as a police
officer in the Free State with a criminal conviction and (b) why was
he promoted to the rank of Captain;
(2) whether any other persons with criminal convictions were appointed as
police officers in the SA Police Service (SAPS) since 1 May 2009; if
so, how many;
(3) what steps has his department taken to ensure that convicted
criminals are not appointed as members of the SAPS?

REPLY:
(1)(a) In processing the application of former Captain Tshabalala,
fingerprint screening was conducted and no illicit activity was found
to be recorded against his name.
(1)(b) He applied for a post, which was advertised at the level of Captain.
2) To address this an audit of members with criminal records has now been
finalized and appropriate action will be taken.
(3) During the selection processes, applicants are subjected to
fingerprint screening in order to determine if the applicants have
previous offences or pending cases, interviews involving Station
Commanders, reference checks involving background checks with
community based organizations, i.e. schools, churches and Community
Policing Forums, who are consulted on any information that may be
known about the applicantâs possible involvement in any illicit
activities.
Application forms also make provision for the applicants to declare
previous convictions and/or pending cases.
