233. Mr H B Groenewald (DA-NW) to ask the Minister of Public Enterprises:
(a) What are the specific challenges that are facing his department
regarding the (i) interdepartmental coordination and (ii) alignment of
mandates of the state-owned enterprises and (b) how does his department
intend dealing with these challenges? CW329E
Reply:
(a)(i-ii)(b) The role of the Department of Public Enterprises (DPE) is to
define clear strategic goals for the SOC to ensure that they achieve their
statutory mandates. Therefore, the intergovernmental processes are key in
this regard.
It has been the Departmentâs experience that communication and coordination
in respect of certain governmental policies is not adequate, resulting in
SOC performance being negatively affected in certain instances.
The Departmentâs Logical Planning, Monitoring & Evaluation Framework, which
is an annual chronological cycle of tasks and events that link national
strategic priorities to SOC delivery and ensures effective shareholder
oversight proposes intra-governmental consultations with sector
departments, National Treasury and the Presidency in formulating
Governmentâs Strategic Intent for each SOC.
Such consultation is quarterly and entails an assessment of the interaction
between the policy and regulatory environment with the financial and
operational goals of the SOC to ensure shareholder value optimisation and
the achievement of wider socio-economic objectives.
