(1) Does she rely on a legal basis for allowing the un-economical utilisation of open-cycle gas turbines (OCGTs) by Eskom; if not, why is this practice allowed; if so, what are the relevant details; (2) whether she has found that the expenditure on diesel in excess of R62 billion over six years between 2012 and 2018 is not prejudicial to the financial interests of the State; if so, how was this conclusion reached; (3) (a) what (i) is the life expectancy of the OCGT plant at the (aa) Ankerlig Power Station and (bb) Gourikwa Power Station in hours of the operation, (ii) will the total expected hours be of operation by March 2018, (iii) is the design maximum capacity utilisation of this plant and (iv) increased maintenance cost are being incurred operating these machines at more than their design capacity utilisation, (b) does the (i) Eskom Board take specific decisions regarding the utilisation of the OCGT plant or (ii) Eskom Control Room staff have blanket jurisdiction to use this plant; (4) (a) what is the economical basis for upgrading the existing OCGT plant to combined-cycle gas turbines (CCGT) at this time, (b) is the conversion of this plant from OCGT to CCGT in line with the Department of Energy’s IRP2010 as updated, (c) what progress is being made to secure Mozambique gas for the OCGT/CCGT plant, (d) when will the two peaker plants Avon and Dedisa of the Department of Energy (DOE) be synchronised to the grid and (e) what (i) fuel will these plants be using and (ii) is the agreed purchase price of energy from the DOE peaker plants in R/MWh?
