562. Mr L J Tolo (Cope) to ask the Minister of Defence and Military
Veterans:
Whether the practice of hiring consultants and contractors [See budget Vote
21, Expenditure Trends, Table 21.6, Item Contractors, p425, 2010 Est. of
Nat. Exp.] will be done away with in order to build institutional capacity;
if not, why not; if so, what is her intention in this regard over the
Medium-Term Expenditure Framework period? NW620E
REPLY
The practice of hiring consultants and contractors will be retained, as a
means of augmenting the current institutional capacity, especially in the
specialised skills where it is not feasible financially to build such
capacity since the functions /services performed by consultants and
contractors are on an ad-hoc basis. The intention, in this regard, over the
medium-term expenditure framework period is to retain the services of
consultants and contractors as a strategy to augment the institutional
capacity.
